Problem: 
There is a common need to store a full file spec with no missing fields.
However, specifying .JSAOF for all those fields in JFNS is a real pain.

Diagnosis: 
There is no easy way to tell JFNS to do this common thing.

Solution: 
Define a new symbol in MONSYM called JS%SPC which does the right things.

Diagnosis: 

Solution: DEFINE FB%NDL AS BIT 18 OF THE FILE DATA BLOCK. IF ON, THE FILE
CANNOT BE ALTERED OR DELETED.

ALSO DEFINE ERROR MESSAGE DELX13: "File cannot be changed or deleted"

Problem: The MAPPER that has been edited to run under both release 4.1 and
5 will not compile under 5.1

Diagnosis: Two symbols were removed from MONSYM when the GET Jsys was
changed. These symbols are used in MAPPER, so it will run under 4.1.

Solution: Put the two symbols back into MONSYM.
